i dont think they put the icy dragon sword to cover up for the SoA axe
if they did they would of made it easier to get to
because theres not a lot of people that make groups to go to mineral and theres lots of groups that dont even make it that far
also when people make groups to go to mineral springs its usually to skill cap and thers no bosses in cave so everyone ignores it
So..
if this was supposed to be a cover for the SoA they wouldnt of put it in a place where it might not even been found
so its most likely(spelling??) just a christmas thing

I went to farm there, yes the cave is there, didn't get an IDS yet, but I found out that Lyssa's muse gives you mending for 50g

Bingo. I have seen no less than four drop in the last few hours, but only from the imps in, and sometimes just outside the front and back of the cave.

Comparing the Firey and the Icey dragon swords, I think the Firey one has some animation glitches or something. There isn't nearly as much fire on the FDS as there is ice-mist on an IDS. When you drop the Firey Dragon Sword on the ground the fire appears like two feet away.

I petition that the Firey Dragon Sword should look as good as the Icey one

I tried that a while ago, you can not add an icy hilt to fiery dragon sword, but who knows now.

I haven't gotten one also but I found out that you can get your armor infused there if you go a bit farther. I didn't notice that until now. Anyways, off to unlocking all of my skills and then look for that sword.
